NEET UG Counselling 2025: Govt earmarks 4 MBBS seats for children, spouse of terrorist victims

The Ministry of Health and Home Affairs has decided to allocate MBBS, BDS seats from the central pool to the spouses and children of terrorism victims in the NEET UG counselling for the academic session 2025-26. As part of the offer, four MBBS seats have been earmarked in three colleges – A N Magadh Medical College, Grant Medical College, and Pt JNM Medical College.

The candidates falling under the category of civilian victims of terrorism will be nominated by the home ministry. States and UTs have been asked to invite applications from such candidates and send them along with the attested documents by August 31, 2025. Andhra Pradesh, Telangana, Odisha, Jharkhand , Bihar, Chhattisgarh, West Bengal , Maharashtra, Madhya Pradesh and Kerala have been allowed to offer the seats.

Unfortunately, several civilians died after a terrorist attack in Jammu and Kashmir’s Pahalgam in the beginning of this year, following which India launched Operation Sindoor against Pakistan.

NEET UG Counselling 2025: Eligibility criteria for terrorism victims

As per the eligibility criteria for MBBS, BDS admissions of terrorist victims,

• The candidate must either be the spouse or children of the deceased or disabled civilian victim of terrorism.
• He or she should have completed 17 years of age at the time of admission or should be completing the age on or before December 31 of the year of admission to the first year of the undergraduate medical course and is an Indian National.
• As per Graduate Medical Education Regulation of the National Medical Commission (NMC), the candidates must have passed in subjects of physics, chemistry, biology or biotechnology, and English individually and must have obtained a minimum 50% marks for unreserved and general-EWS category and 40% marks for SC, ST, OBC category.
• In case of Persons with Disabilities (PwD), 45% marks for unreserved and Gen-EWS category, 40% marks for SC, ST, OBC category.

NEET UG 2025 qualifying percentile, documents required

Candidates are required to obtain a minimum of 50th percentile for unreserved and Gen-EWS category, and 40th percentile for SC, ST, OBC category. For PwD, 45th percentile for unreserved and gen-EWS category, 40th percentile for SC, ST, OBC category in the NEET UG 2025 exam.

The self-attested copies of the following documents will be required for registration under this category:

• Class 10 marksheet or certificate
• Class 12 marksheet or certificate
• Category certificate
• NEET UG 2025 admit card
• NEET UG result 2025

NEET UG 2025 Counselling: Seat allotment

The selection criteria for the special candidates is given below.

Based on order of priority:

(a) Priority-I: Children whose both parents have been killed by terrorists.

(b) Priority-II: Children of families whose sole bread earners have been killed by terrorists.

(c) Priority-III: Wards of victims with permanent disability and serious injury caused by terrorist operations.

NEET UG seat allotment 2025 of these candidates will be subject to the fulfilment of eligibility criteria, all candidates in priority-1 category would be allotted available seats on the basis of the rank obtained in the exam. If any seats are still available for allotment after covering all eligible candidates in priority 1 category, candidates in priority 2 would be allotted the available seats on the basis of their rank.

After allotting seats to all eligible candidates in priority 1 and then in priority 2 category, the remaining available seats would be allotted to candidates in priority 3 category.

The benefits against priority 1 or priority 2 or priority 3 would be restricted only to one ward of the civilian victims of terrorists. If this benefit has already been availed of in respect of one ward, then the second ward would not be eligible to be considered against these reserved seats.
